For a young person aged over 18: whether the young person needs more time to complete education or training. For a young person over 18, the Act says the council must consider this when deciding. Saying so in the letter shows it was considered.

Not required by law: good practice.

Part of the letter: Decision not to carry out an EHC needs assessment.
