Explain
The 15-day period to comment on a draft plan
When the council sends a draft plan or proposed amendments, the parent or young person must be given at least 15 days. In that time they can comment, ask for a particular school or college, and ask to meet a council officer. The 15 days begin with the day the draft is served, so that day counts as day 1. The council's exceptions to its own time limits do not shorten this period. For a new plan, the council makes any changes it thinks necessary only after the period ends.
