Explain
Educational psychologist (EP)
An educational psychologist (EP) is an expert in how children and young people learn and develop. In every EHC needs assessment, the council must seek advice from an EP. The one exception is when there is already advice that is good enough, and the adviser, the council and the parent or young person all agree. The High Court has said a shortage of EPs is not one of the listed exceptions to the 16-week time limit.
