Explain
The presumption of mainstream education (section 33)
This applies when a plan is for education at a school or college, and no particular one is asked for or the one asked for is not named. The plan must then provide for mainstream education. The exceptions are when that is incompatible with the wishes of the parent or young person, or with the efficient education of others. The council can rely on the second reason only if no reasonable steps could be taken to prevent the problem. This presumption does not stop a parent or young person asking for a special school.
