Explain
"Ordinarily available provision"
"Ordinarily available provision" is a phrase many councils use for the help they expect mainstream schools to give without an EHC plan. It is not a term in the Act. Local documents can describe what schools are expected to offer, but they cannot change the legal tests for an assessment or a plan. In the Act, special educational provision is compared with what mainstream schools in England generally provide, not with a local list.
