Explain
The council (local authority)
In Plenda, "the council" means the local authority in England that is responsible for the child or young person. That is the council for the area they are in. A council becomes responsible when a child or young person in its area who has, or may have, special educational needs is identified by it or brought to its attention. Its SEN team usually handles EHC needs assessments and plans.
The council must also carry out its duties with the aim of identifying all the children and young people in its area who have, or may have, special educational needs or a disability.
