Explain
Views, wishes and feelings (Children and Families Act 2014, section 19)
Whenever the council uses its powers or duties about special educational needs, it must have regard to certain views. These are the views, wishes and feelings of the child and their parent, or of the young person. It must also consider how important it is for them to take part fully in decisions, with the information and support to do so. The council must give these views proper weight, but it does not have to do what they ask.
The council must also have regard to the need to support the child and parent, or the young person, so that the child or young person can achieve the best possible educational and other outcomes.
