Explain
Working document (tribunal appeals)
In an appeal about the contents of a plan, the tribunal expects the parties to prepare a working document. This is the plan marked up to show the changes each side wants and what they have agreed, using a set key of bold, italic, underline and strikethrough. The council usually starts it, and the parent or young person adds their proposals. The guidance says it should reach the tribunal at least 10 working days before the hearing, unless the tribunal directs otherwise.
